BMI View: We have made some positive forecast revisions for Q416 due to the high growth in the mobile market and the 3G/4G adoption rate. We retain our positive outlook for the mobile market up to 2020. Mobilink 's acquisition of Warid in August 2016 will put significant pressure on competitors, especially CMPak (Zong), which has few strategic options other than to proceed with a USD1bn investment in its mobile-only business. The deal would not create an excessively powerful player, but price competition is expected and the negative impact on ARPUs can only be offset by increased uptake of premium services. This will be difficult in the prepaid-centric market, but the merger will at least motivate reviews of current business strategies. Telenor has s pent over USD390mn in acquiring spectrum in the 850MHz band to boost its 4G LTE services as it prepares for a new round of competition with chief rival Mobilink in the data usage category.

Latest Updates And Industry Developments

  • 3G/4G mobile users totalled over 2 9.5 mn at the end of H116, representing 22% of the total mobile market. Although increased use of non-voice services is reported, gains are neutralised by high taxes and termination rates as well as subsidised expansion into rural areas.

  • Pakistan held another spectrum auction in June 2016, this time offering one block of paired 10MHz spectrum in the 850MHz band. Telenor emerged as the sole bidder paying an estimated USD395mn for the airwaves as it gears for renewed competition with chief rival Mobilink at a time when national data demand is surging.

  • The regulatory approval for the Mobilink- Warid deal solidified the market leader's pole position and will exert pressure on other operators, while perhaps leading to stiffer price competition.

  • Underinvestment by PTCL in wireline infrastructure will limit fixed broadband services proliferation in the country. The high cost of broadband and connected devices means that next-generation networks would, in any case, be under-utilized for many years. Nevertheless, mobile broadband will see strong growth in the years ahead due to its affordability and convenience.
